If any firm or organized organization violates this Act or the rules or orders made or issued under this Act, in the case of a firm, the owner or partner of the firm and if it is an organized organization, the principal of the organization. An administrative officer shall be liable to punishment for the purpose of Section 8. However, if he proves that he was a rich person, a partner or an act done before he became such an administrative officer or was in a position where he could not have known the violation, that person shall not be liable to such punishment.
